Provides leadership and support to Cubic De Mexico' trade compliance team. Works closely with stakeholders and other internal customers to ensure Mexican import/ export regulations are met. This position will lead the Mexican customs audits and manage all government inquiries. This position will report to the Global Trade Compliance Director and work under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.Job Details:
Essential Job Duties and
Responsibilities:
Process, lead import and export requirements for the Mexican operation. Implement and maintain Standard Operation Procedures (SOPs) with brokers and key international suppliers globally. Partner with Logistics, Field Service Engineers, Program teams and Business Development and serve as SME to establish and trade processes. Managed Mexican Customs Automated Inventory System for IMMEX (SEER) reporting duties/taxes expenditures, opportunities and establish monthly matrix reports. Responsible for CTPAT /OEA and partner with internal teams to establish procedure and best practice process. Harmonized Tariff Schedule Classification (HTS) and for all Cubic de Mexico products, inventory and R&D commodities. Train team, Purchasing and Engineers. Oversee the classification and harmonize the Mexican & U.S. HTS codes. Lead the Country of Origin (COO) determination for manufactured and purchased goods. Identify Partner Government Agency (PGA) requirements and documentation for products regulated by Sedena, Ministry of Economy. Established export/import requirements, instructions, and documentation for IMMEX regulations. Ensure all records relating to compliance activities are maintained, retained and readily retrievable in compliance with Mexican recordkeeping requirements. Responsible to maintain government programs and regulations pertaining to IMMEX Decree (Annex 24), Annex 31 VAT, ALTEX, Rule 8 (Regla Ovtava), Prosec, Drawback, Permits for Sensitive products (Aluminum, Textiles), and tax related laws - VAT Certification, Certified Company for IMMEX, etc. Assist U.S. Customs team with U.S. Value Reconciliation filings Manage the U.S. cross-border export controls - Manufacturing License Agreements MLAs, Technology licenses, exceptions/exemptions. Provide trade training to direct reports and internal customers when applicable. Ensure Virtual Pedimento program for transfer of materials is in good order and monitor compliance with internal controls. Manage the integrity of data for customs and support systems used at the Mexico location:
SAAI, DataStage. Evaluate current trade compliance policies and processes to identify growth opportunities and process improvements. Minimum Job Requirements:
This position allows for a flexible work arrangement Four-year college degree in Business or International Trade & Customs Compliance. 5
years' experience in International Trade & Customs Compliance with focus in Mexican trade import and export regulations, as well as working knowledge of US import/export regulations preferred. Must be able to speak and write in Spanish. Working knowledge of C-TPAT/OEA Experience with Virtual Pedimento programs Experience with IMMEX Proven ability to lead projects across global organizational and functional boundaries with limited direct-line supervision. Proactive and highly motivated leader:
Ability to work independently, in a fast paced, ever-changing, environment. Must be able to travel to Mexico (up to 15%)
Salary Range:
$100K -- $150K
Minimum Qualification
Auditing & Compliance, AccountingEstimated Salary: $20 to $28 per hour based on qualifications.
