Job Description

Pay Rate:
$100000 to $130000 Per Year.

This position will be based out of the Northern California Bay area.

Position Purpose:

The Regional Environmental, Health, Safety & Security (EHS&S) Manager is responsible for planning, collaborating on, implementing, and maintaining a variety of site and corporate health, safety, and environmental programs to assure the highest degree of workplace safety for employees, as well as compliance with all related regulatory requirements.

The Regional EHS&S Manager will be tasked with:

  • Working with Site Management in developing comprehensive EHS&S programs based on Corporate standards and programs.
  • Implementing corporate programs for /incident reporting.
  • Investigating accidents, near misses, vehicle, security, chemical, and waste environmental compliance incidents.
  • Developing and implementing behavioral based safety programs including both conventional behavioral observation and unique implementation suited for specific project needs.
  • Ensuring that site safety training is conducted and completed as required.
  • Coaching operational safety leaders and providing training to develop and strengthen all staff's knowledge and field execution of safe work and environmental practices.
  • Overseeing contractor safety.
  • Ensuring that new employee & visitor onboarding is being conducted as required.
  • Ensuring that regular safety meetings are being conducted as required.
  • Maintaining all onsite environmental, health, safety, and security programs and audits.
  • Assisting with compliance on environmental and H&S regulations, including LOTO, JSA, Confined Space, ERP, PSM/RMP, Air, UST, Waste Management, etc.
  • Managing the necessary reporting for internal and to external regulatory agencies.
  • Providing field presence including oversight, operational support, and direction for all EHS programs.
  • Working with the corporate team to improve the effectiveness of our EHS activities.

Responsibilities:

  • Adhere to and enforce all applicable safety and environmental standards, regulations, and company policies.
  • Provide safety support and information to employees.
  • Work with site management to:
    • Identify safety training needs and develop safety training initiatives.
    • Assist in Hazard Identification and Risk Assessment activities.
    • Participate in the development and updating of Job Safety Analysis/Risk Assessments as required.
    • Perform internal safety audits and be available to participate in Corporate EHS&S audits.
    • Manage the site SDS system.
    • Promote safety awareness through communication and specific training activities.
  • Ensure that the required detailed recordkeeping and EHS&S related documentation is completed; along with reporting all EHS&S required data to Corporate Office.
  • Ensure employees understand EH&S and regulatory requirements required to maintain a safe work environment.
  • Support Emergency Preparedness Procedures and conduct & evaluate Emergency Response Drills at site.
  • Ensure that effective EHS&S related training for employees, contractors and visitors is being conducted.
  • Monitor and report on plant safety goals and objectives.
  • Assist in the development and implementation of EHS&S related policies, procedures, and programs to assure compliance with all national, state, local and company-specific regulations & requirements.
  • Conduct EHS&S related workplace inspections and participate in accident/incident investigations to identify root-cause and appropriate corrective actions.
  • Properly respond to day-to-day EHS&S related issues in a timely and efficient manner.
  • Evaluate plans, drawings and specifications related from a safety perspective.
  • Direct, coach, train, orient and work effectively with other staff.
  • Successfully manage and complete all EHS&S related work assignments and duties in a timely manner.
  • Successfully manage the Site s IH/OH program, including working with supporting clinics and third-party case management companies as required.
  • Coordinate with HR on Workers Compensation and Return-to-Work matters.
  • May provide supervisory oversight to Contractors.
  • Work with business development efforts by:
    • Evaluating plans, drawings and specifications related from a safety perspective.
    • Participates in process safety startup reviews, job safety analyses, and task risk assessments.
    • Leads and/or provides support for EHS&S improvement projects.
    • Liaise with other Veolia business units and corporate head office on matters concerning workplace safety, health, and environmental issues.
    • May be required to assist and work at the other sites for long term assignments.
    • Champion selected programs.
  • Other related duties, as assigned:
    • Ensure the site is in compliance with all applicable local, state, and federal regulations and meets expectations of Veolia EHS standards.
      • Stay abreast of applicable standards and regulations and implement changes to address changes to requirements.
      • Ensure regulatory reporting is complete and accurate (Air, Water, Waste, etc.
        ).
    • Assess EHS impacts of proposed process changes, obtain permit modifications, and develop and implement EHS programs and procedures to address new or changing requirements.
    • Site liaison for 2nd and 3rd party audits.
      • Coordinates 2nd party audit schedules and execution (PSM, Safety, Injury/Illness, Fire, Electrical, Environmental, security, etc.
        ).
      • Develops and implements plans to resolve any audit findings from assessments.
    • Collaborate closely with EHS counterparts in the business circuit, and corporate personnel through a variety of networks.
    • Key member of site leadership team,
      • Drive continuous improvement in EHS programs and manage the site EHS systems.
      • Provide strategic leadership on EHS matters.
      • Oversee performance in EHS Core Values for operations.
      • Member of site staff responsible for fostering the behaviors of plant personnel to drive Veolia Core Values.
    • Leads Injury/Illness managing processes and OSHA recordkeeping.
    • Responsible for maintenance of Safety Performance Metrics
      • Reviews site Incidents/Injuries along with conducting analysis of leading and lagging indicators to develop proactive safety improvement plans.
      • Leads and/or provides support for EHS improvement projects.
      • Participates in process safety startup reviews, job safety analysis, and task risk assessments.
    • Provide strategic leadership on EHS matters.
      • Oversee performance in EHS Core Values for operations.
      • Drive continuous improvement in EHS programs and manage the site EHS systems.
      • Ensure safety and environmental management systems are fully functional.
    • Manage specific EHS issues and incidents.
      • Participate in incident investigation and prevention efforts,
      • Provide root cause failure analysis support to investigation,
      • Ensure systems are in place to complete recommendations and effectiveness checks in a timely fashion.
    • Coordinate Site Security Program and compliance.

Qualifications

Education/Experience/Background:

  • Bachelor of Science Degree in Safety, environmental engineering, or equivalent.
  • 5 to 10 years' experience in a similar position.
  • Previous experience in an industrial setting would be an asset.
  • Previous experience working with the Trades, maintenance or in construction.
  • Experience working with hazardous materials.


Knowledge/Skills/Abilities:

  • Strong organizational, oral, written, and interpersonal skills.
  • Strong writing, coaching, and teaching skills.
  • Ability to balance changing and potentially conflicting priorities.
  • Proficient knowledge of Google programs including Sheets, Docs, Gmail, and Slides.
  • A working knowledge of Safety Management Software (Intelex) applications will be an asset.
  • Maintain specialized knowledge of safety and environmental regulations and industry consensus safety and environmental guidelines.
  • Willing and able to work in the field with field staff evaluating, coaching, and supporting safety and environmental compliance extensively (70%).

  • Must be available (24/7) to respond to & assist with injury and/or environmental emergencies.

Required Certification/Licenses/Training:

  • The Regional EHS&S Manager is expected to continue their professional training and development and to continually improve their skills and obtain increasingly greater qualifications.
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) or the ability and willingness to obtain these certifications is desired.
  • Preferred First-Aid (L3)/CPR/AED Certified;

Physical Requirements:

  • Spends 40% of time traveling supporting business needs within the region.
  • Be able to work for prolonged periods in extremes of hot and cold temperatures and inclement weather conditions.
  • Be able to work around hazardous materials such as sulfuric acid and molten sulfur.
  • Under certain conditions while working in the plant, may be required to wear a respirator and/or fall protection equipment.
  • Required to wear safety equipment and FR clothing where appropriate.
  • Requires frequent stooping, bending, climbing, reaching and carrying, use of hand tools (shovels, brooms, sledgehammers, picks) and moving heavy objects.
  • Must be able to work from ladders, scaffolds, and high-lifts, and to enter and work in confined spaces.
