Financial Manager

This position is located at Fort Miley in San Francisco, CA. Serves as the financial expert at the at the Health Care System in establishing & maintaining an integrated system of financial staff services, which contribute to effective management control over Medical Center financial operations. These services include budget, accounting, DSS, auditing, payroll, employee travel, MCCF, agent cashier & managerial financial analyses and reporting. The major duties and responsibilities include, but are not limited to:
Provides timely financial advice to management at all levels to assist them in making effective decisions and for program planning. Attends formal and informal management sessions and consistently contributes financial advice considered pertinent to the discussion. In this capacity, influences decisions and actions. Distribution of funds to fund control points, analyzing actual experience as compared to plan and making projections, which often result in adjustments to the original plan, necessary to maintain equitable program balance. Responsible for a complete accounting program which includes those activities normally identifiable with the professional accounting function, i.e. planning, adapting, or revising accounting systems, analyzing and evaluating current and past performance, and interpreting effects of transactions, and applying accounting concepts to meet the needs of management. Analyzes Accounting and Budgetary reports to provide comprehensive reports which are systematically reported to management to assist in planning and decision making. These reports include analysis of salary dollars and staffing, control point expenditures, and analysis of potential cost savings or cost avoidance. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Basic Requirements:
Candidates must possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and
Experience:
At least 4 years of experience in accounting or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge, which also includes:
24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement stated above, provided that:
(A) The applicant has successfully worked at the full-performance level in accounting, auditing, or related field, e.g., valuation engineering or financial institution examining; (B) A panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (C) Except for literal nonconformance to the requirement of 24 semester hours in accounting, applicant's education, training, and experience fully meet the specified requirements. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Interpreting fiscal/budget policies and procedures; preparing financial reports for a medical center or other corporate facility with an operating budget that encompasses multiple services which exist and collaborate across department lines. Presenting budgetary analysis to management; developing policies and strategies to correct fiscal imbalances; performing supervisory duties for a fiscal department. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
