As Lead Management and Program Analyst in the Office of Evaluation, you will:
Serve as a Team Leader or Project Manager and given workload demands, may lead more than one team at a time. Lead teams in planning and conducting complex audits involving EPA operations, contractors, or assistance agreement recipients. Serve as OIG national technical expert for assigned area of responsibility advising OIG personnel and others concerning program operations and audit approaches. Work with senior officials from EPA, the Office of Management and Budget (OMB), congressional committees, other Federal, state, and local offices, professional organizations and environmental organizations to further coordination, customer service, and results. We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full time specialized experience at the GS-13 level. The work experience described in your resume must clearly reflect that you have performed work that meets the specialized experience requirement for this position, as defined below, or your application will be rated Ineligible. Specialized experience for this position is defined as:
performing work that included planning, organizing and conducting complex audits/evaluations of major programs and providing technical direction and oversight to other team members; gathering and evaluating financial or programmatic data and presenting and justifying findings; preparing reports obtaining recommendations to improve internal controls and/or improve efficiency and effectiveness of operations to senior management officials. Your answers to the on-line assessment will be used to evaluate your competencies in the following areas. Your resume must support your responses to the questionnaire. Ability to lead and conduct complex audits of programs, functions and operations using performance audit, and evaluation techniques, to improve efficiency and effectiveness. Knowledge of Generally Accepted Government Auditing Standards (GAGAS) Auditing Standards as issued by The Government Accountability Office (GAO), the Government Performance and Results Act, and other regulations, principles, precedents, and policies to analyze and solve complex and sensitive problems and issues. Ability to communicate with multidisciplinary staff and high level officials to advocate support, provide guidance and make recommendations to resolve sensitive and/or controversial program issues and to negotiate and persuade key leaders to adopt certain approaches. Skill in writing clear and concise communications, such as policies, reports, and memorandum for different audience levels using various forms of software.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
