Program Analyst

Identifies procedural problems in program operations, using quantitative or qualitative methods. Researches current or new management practices for application to programs or operations. Researches and investigates new or improved processes or practices for potential application to NCDSP service operations. Conducts studies of organizational efficiency and productivity and recommending changes or improvements in organization. Serves as the program expert on the user interface of Paceart Optima and the Compliance Liaison to Nationwide Clinics. Manages user and permissions access on the vendor web sites and Paceart Optima and sets user permissions on the database. Conducts training sessions to nationwide clinics on registering patients in Paceart Optima. Collaborates with the Office of OI&T, Program Analyst and Program Manager to keep an Authorization to Operate (ATO) current and in compliance VA cyber security standards on the Paceart Optima database. Generates monthly clinic compliance reports. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-09 position you must have served 52 weeks at the GS-07 grade level, for the GS-11 position, you must have served 52 weeks at the GS-09 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of management principles, organizational theory, and techniques of analysis and evaluation; ability to conduct studies of clerical work processes in the organization to identify, analyze, and recommend solutions; Knowledge of administrative regulations and operating procedures; skill in applying fact-finding and investigative techniques; skill in preparing and delivering briefings to managers on study findings and recommendations. . Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D . Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Ability to communicate effectively to make recommendations and brief management; ability to use software and be an interface user of software programs; Knowledge of using Microsoft Excel to extract and manipulate date to create concise reports; Ability to research and develop new original reports to comply with policy changes; Ability to train clinic professionals on how to use remote monitoring information systems and train additional trainers. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
